English: Yes. You can’t follow ‘explain’ with an object pronoun so you need to add ‘to’.

You explain something to someone.

* If you’re not explaining to someone you don’t need ‘to’.
For example, ‘Can you explain the difference between lend and borrow?’ is OK.

** Lenders give and borrowers take.
